GSA Recognition of GACP Certification. The General Services Administration (GSA) is searching for a project or projects to use in a pilot to determine the effectiveness of the ANSI/ISO/IEC 17024 accredited Green Advantage Certified Practitioner (GACP) on GSA projects.
In order to launch this initiative, the notification to bidders has to be properly timed. Although the Restack of the William J. Green Federal Building in Philadelphia, a $60-80M project, was too far along in the bidding process to include the GACP requirement, GSA did include a “Green Advantage” attachment in the Solicitation. In the solicitation, a notice “encourages” awardee’s staff to attain GACP certification, and specifies that the certification is not a condition of award nor a part of the proposal evaluation process. However, the notice goes on to state that “Future projects may require at least 30% of supervisory construction personnel to maintain Green Advantage ANSI/ISO/IEC 17024 Accredited Certification prior to and throughout the project.”
